As this title suggests this is a concept sheet for a monster called "Self Pity", this being one of the emotions that thrives within the main character, brought to life by the world of Silent Hill.
Simply done with pencil and ink.

The artifical island they are making in the middle of the Bay doesn't help, either!

Great shot. It’s a shame the high rise disturbs the view, but the Sunset over Manila Bay really does need to be experienced!
